CPM vs. CPE: Measuring Interactive Streaming Ads

CPM measures the cost of delivering impressions. Cost per engagement, or CPE, measures the cost of a defined viewer action. Interactive streaming campaigns can use both: CPM describes distribution economics, while CPE helps evaluate whether viewers chose to respond.
Does CPE replace CPM?
No. An awareness campaign can succeed without a click, and an interaction does not necessarily produce a sale. Publishers and advertisers should choose buying terms and success measures around the campaign objective. A campaign bought on CPM can still report CPE.
How do you calculate CPM and CPE?
CPM = campaign spend ÷ delivered impressions × 1,000. CPE = campaign spend ÷ qualifying engagements. Define both denominators before launch, including invalid traffic exclusions and whether repeated actions by one viewer count separately.
For illustration, a $10,000 campaign delivering 500,000 impressions and 5,000 qualifying engagements has a $20 CPM and a $2 CPE. These numbers demonstrate the calculation; they are not StreamLayer benchmarks.
What should count as an engagement?
Use an intentional action that serves the campaign: opening product details, selecting an offer, answering a sponsored poll, or following a call to action. Separate those actions from automatic playback, ad rendering, and time on screen. Filter accidental or invalid activity; interaction events are not inherently fraud-proof.
On CTV, distinguish remote selections from QR scans. On mobile and web, distinguish opening a panel from visiting a destination. Report each action separately before combining them into a campaign total.
How should publishers compare formats?
Compare similar audiences, creative objectives, placements, and reporting windows. A low-cost poll response and a completed purchase represent different outcomes. Conversion reporting requires the relevant destination or partner integration; a click alone cannot establish a sale.
For publishers, assess net revenue per viewing hour alongside engagement quality, exits, and session duration. More interactions do not justify placements that interfere with the program.
